The Center for Law and Justice “Tatoyan” Foundation has submitted a special Rule 9 communication to the Committee of Ministers of the Council of Europe regarding the need to reform the internal and external mechanisms of democratic control in the Armed Forces of Armenia. Control instruments in the field of defense are in a number of cases either incomplete or do not work at all.

Solving these problems is fundamental for the protection and promotion of human rights in the Armed Forces.

The Foundation submitted its special position within Rule 9 communication regarding the execution of the ECtHR judgment “Muradyan v. Armenia” related to the rights of military servicemen.

The “Muradyan v. Armenia” case is one of the main judgments related to the problems of the army, which is under the control of the Committee of Ministers under the enhanced procedure, and its execution will solve systemic problems.

With a special position, concrete proposals were presented regarding the strengthening of military discipline and the solution of existing problems in the troops and the prevention of offenses.

The goal of the submission is to contribute to the effective implementation of the legal standards of the European Court in the legal system of Armenia and, therefore, to support the protection and promotion of human rights in the Armed Forces.
